Abstract. In the process of elaboration of the theory of the emergence, functioning and development of the fiscal space of the state, an important aspect is the study of its constituents, since their qualitative application and effective interaction depends not only on the state's ability to perform its functions fully, but also to increase the level of public welfare. The article outlines the fundamental guidelines for the formation of optimal fiscal space and gives the characteristics of its basic factors. The basic elements of the organizational and economic mechanism of the investigated phenomenon in the context of the highlighted problem are reviewed and substantiated. All this provides an opportunity to elaborate as much as possible the conceptual foundations of the state’s fiscal space functioning in order to ensure its optimal structure and improve it in a practical plane.
