FORMING AND USING OF LOCAL BUDGETS OF UKRAINE, THEIR INFLUENCE ON THE DEVELOPMENT OF A COUNTRY
Abstract
Abstract. In modern conditions of functioning of the state, Ukraine has begun a new stage of its development by implementing reforms in all spheres. Among them is the reform of the state administration, which is based on the reform of the fiscal system directed at decentralization of local budgets. Financial decentralization has become an instrument of change in the regulation of inter-budgetary relations. This reform has been the driving force which enabled local communities to solve the problems that have accumulated for decades. It is proved that financial decentralization of communities should promote the policy of reforming the governance system in Ukraine, ensure the sustainability of local budgets, transparency and efficiency of their use, and, accordingly, improve conditions and living standards of the community and the country as a whole. The article deals with the main problems of financial decentralization. The sources of local budgets financing are identified and ways of improving social development of the regions are determined.
