BUDGET EXPENDITURES AS A TOOL OF STATE REGULATION OF SOCIAL AND ECONOMIC DEVELOPMENT OF UKRAINE

Abstract

Abstract. The article is devoted to the disclosure of the relationship between budget expenditures and pace of socio-economic development of Ukraine. The macroeconomic factors influencing the formation of the state budget policy are determined. The current state of the income and expenditure part of the budget in the conditions of modern transformations of economic life determines the search for possible directions of optimization of this process. It is established that the current condition of the state budget has an unbalanced structure, which causes a lot of negative phenomena of social and economic development of the country. The budget is a special form of redistributive relations, and therefore requires significant legal regulation. The necessity of legislative fixing of the budget strategy development as a balancing tool and budget formation in the target scenario, taking into account the priorities of socio-economic development of the state, is substantiated. Using the multiplier of state expenditures, the influence of budgetary expenditures on the gross domestic product is determined. It is proved that public expenditures are a significant factor in stimulating Ukraine's economic growth, providing the optimization of their structure and funding directions. The novelty of the results obtained is the development of the theoretical-organizational and applied principles of the application of developed models of budgetary regulation in practice. The obtained results are of practical importance for strengthening the financial basis of state self-government, increasing the efficiency of the process of forming the expenditure part of the state budget and decentralizing of budget funds management.
