THE EXPERIENCE OF INDUSTRIALLY DEVELOPED COUNTRIES REGARDING THE IMPLEMENTATION OF THE BALANCED STATE POLICY OF UKRAINE IN THE FIELD OF INFORMATIZATION
Abstract
Abstract. The strategy of industrialized countries regarding the building of an information society is based on the implementation of joint programs, long-term projects. The great attention of governments is based on the achievement of network advantages, in particular: definition of long-term and multi-profile goals, high level of administrative autonomy of the information sphere. The EU's information policy implies respect for human rights, and, in particular, freedom of speech, when using and developing the new information technologies through regulation and self-regulation. In Ukraine, the development of the information sphere is determined by the state information policy and the National Program of Informatization. Considering this, the analysis of the information sphere of Ukraine was carried out, the problems of the national information market were investigated and grounded provisions on the development of the information society in Ukraine based on the experience of the industrially developed countries were proposed.
