INEQUALITY, MOBILITY AND INSTITUTIONAL INCLUSION: FROM DICHOTOMY TO SYNERGY
Abstract
The contour of the reinforcing feedback between inequality and mobility of third countries in the condi- tions of openness of their economies is characterized by a high degree of intensity of labor migration to highly devel- oped countries. In contrast, the reverse processes of capital migration were determined by the specifics of the institu- tional structure of the host countries, primarily the application of paternalistic policies and the level of the development of democratic culture. The peculiarities of the modification of the connection between the economic phenomena of ine- quality and mobility in the perspective of the formation of digital and quantum technologies of NVIS-technoconvergence and artificial intelligence are studied. The problems of the mentioned modification are considered in the existential context of socio-cultural fluctuations. The principle of a priori inequality of cognitive abilities and the immanent principle of existential mobility are put forward as conditions for the formation of intellectual capital of modern eco- nomic systems. The institutional inclusiveness of these processes transforms the eternal dichotomy of inequality and mobility of past eras into a synergistic integrity as a strategic resource of economic growth, where the rate of return on capital in relation to the growth rate of the economy is not based on the institutional advantages of property inequality of legitimate ways of extracting rent for wealth. Both inequality and mobility in the status of an anthropogenic asset of the nooeconomy radically change the vector of their application from extroverted to introverted in the case of mobility and from property to cognitive in the case of inequality, which makes possible their synthesis as a new advantage of human resources in the cultural dimension of the synergy of national interests. It is argued that in the sphere of culture, the institutional inclusiveness of the synergistic efforts of the cognitariat is determined by the identity of axiological- metaphorical landscapes of consciousness, capable of empathizing with the figurative representations of the existential meanings of those texts being created, where the ways of knowing the contradictions between being and non-being are positively indicated.
