STRATEGIC POTENTIAL OF THE CONSTRUCTION INDUSTRY OF UKRAINE: STATE AND DEVELOPMENT PROSPECTS IN THE CONTEXT OF DIGITAL TRANSFORMATION
Abstract
The article provides a comprehensive analysis of the strategic potential of the construction industry of Ukraine under conditions of wartime challenges and digital transformation. The purpose of the study is to conduct a comprehensive analysis of the strategic potential of the construction industry of Ukraine. It is substantiated that the full-scale war has significantly altered the operating environment of the industry, leading to a decline in construction activity, structural shifts, and an increased role of recovery and reconstruction processes. It is shown that the construction industry is gradually transforming its strategic priorities from traditional residential and commercial construction toward the restoration of housing stock and the development of critical and social infrastructure based on resilience and efficiency principles. Based on the analysis of statistical indicators for 2021–2025 and the generalization of international assessment results, the dynamics and characteristics of the recovery of construction output are identified, as well as the unevenness of structural changes across different construction segments. It is demonstrated that engineering structures and non-residential construction exhibit the most stable growth dynamics, which corresponds to reconstruction priorities and wartime risk conditions. Special attention is paid to the impact of digital transformation, labor shortages, limited investment and resource capacity, and the role of international financial and technical assistance in shaping the strategic potential of the industry. It is substantiated that the implementation of digital technologies and energy-efficient approaches constitutes key directions for strengthening the strategic capabilities of construction enterprises in the post-war recovery process. The article concludes that the realization of the strategic potential of Ukraine’s construction industry requires a systemic state policy, institutional support, and a transition to a development model focused on innovation, digitalization, and long-term sustainability.
