1. The implementation of the principles of COPE, WAME, DORA and other international organizations in the process of preparing the University’s scholarly publications for print is a necessary condition for ensuring high-quality scientific communication, increasing trust in research results, and integrating the University into the global academic community.
2. The implementation of COPE principles in the editorial policy of the University’s scholarly publications is carried out through:
- the development of publication ethics principles for academic journals;
- the establishment of procedures for addressing breaches of academic integrity;
- the introduction of policies for retraction and correction of publications;
- the regulation of conflicts of interest;
- the definition of authorship standards;
- the assurance of objectivity in the peer-review process.
3. Mechanisms for monitoring compliance with ethical standards in the editorial policy of the University’s scholarly publications, in accordance with COPE principles, are implemented through:
- the use of licensed software for plagiarism detection in academic works;
- the permanent operation of the Academic Integrity and Ethics Commission;
- the development of ethical guidelines for reviewers;
- the maintenance of a register of violations;
- the implementation of clear procedures for handling and investigating complaints.
4. The implementation of WAME recommendations in the work of the editorial boards of the University’s scholarly publications involves strengthening the professional responsibility of editors, ensuring editorial independence, and is achieved through:
- the absence of administrative or financial pressure on editors;
- the independence of decisions regarding acceptance or rejection of manuscripts;
- the transparency of editorial selection criteria;
- a clear separation of editorial and publishing functions;
- the use of a double-blind peer review model;
- clearly defined peer review criteria;
- the establishment of review timelines;
- the prevention of bias;
- the possibility for authors to submit appeals.
5. The implementation of DORA principles in the system for evaluating research outputs during the selection of articles for publication in the University’s scholarly journals is carried out through:
- the rejection of evaluating articles solely based on journal impact factor;
- the prioritization of the substantive quality of the research;
- the assessment of research data openness;
- the analysis of the societal relevance and impact of the research;
- the support of the open science concept.
6. In the editorial policy of the University’s scholarly publications, in accordance with DORA principles, the following are implemented:
- expert evaluation of scientific novelty;
- analysis of methodological soundness;
- verification of the reproducibility of results;
- assessment of interdisciplinarity;
- analysis of the practical significance of research.
7. The University’s periodical publications have implemented organizational mechanisms to ensure compliance with international standards of editorial policy and ethics through their regulatory, institutional, and technological support.
8. The University has implemented and, when necessary, updates internal regulatory documents that define requirements for ensuring academic integrity, preventing academic plagiarism in research and teaching works, peer-review procedures for scholarly publications, policies on the use of AI, requirements for proper formatting, editing and retraction of academic works, as well as the proper publication and storage of published works on official web resources and in the University’s DSpace repository.
9. The institutional infrastructure for ensuring the implementation of international principles of editorial policy and ethics at the University includes:
- the functioning of editorial boards and scientific-methodological councils;
- the activities of the Academic Integrity and Ethics Commission;
- training for editors and reviewers;
- internal auditing of editorial processes.
10. The practical implementation of standards is ensured through the use of:
- the University’s journal management system based on the Open Journal Systems (OJS) platform;
- the use of licensed software for detecting textual borrowings and identifying the presence or absence of academic plagiarism;
- peer review tracking systems;
- digital identifiers and metrics for evaluating authors’ research outputs;
